Please find attached copy of Merchant Marine Circular No. 281 recently issued by Panama Maritime Authority (PMA).

The purpose of this Circular is to inform some Guidelines for the Maintenance and Inspection of Fire- Protection System and Appliances.   This guidelines contain the minimum recommended level and are not an all-inclusive list of maintenance or inspection items for fire protection systems, fire fighting appliances and emergency equipment.

This guidelines are applicable to all ships, including MODUs, and should be used as a basis for the onboard maintenance plan required by SOLAS Regulation II-2/14.

This guidelines address general topics for the maintenance and inspections of Fire-protections Systems and Appliances such as: operational readiness, maintenance, as well as periodical testing and inspections on different basis such as: weekly; monthly; quarterly; annual; 2 years; 5 years and 10 years.

Also, specific topics on maintenance and inspection of portable Fire Extinguishers are addressed.  On this item, the guidelines cover: spare charges; additional fire extinguishers on board and refilling of extinguishers.

Other elements such as additional requirements for Halon Systems on board ships (only for vessels which keel was laid on or after October 1994); Fire protection on paint lockers and SOLAS Emergency Fire Pump are also included within the guidelines.

Merchant Marine Circular No. 280

Please find attached copy of  Merchant Marine Circular No. 280  recently issued by Panama Maritime Authority (PMA).

The purpose of this Circular is to notify that, as per ILO Resolution XVII, members to the Maritime Labour Convention 2006 (flag and port states) give due consideration to allowing ships to continue to operate without the MLC certificate and declaration provided that their inspectors have no evidence that the ships do not conform to the requirements of the Convention. This measure will be during a period of 1 year following the initial entry into force of the Convention.

Those vessels not duly certified before the entry into force of the MLC 2006 may voluntarily request, through a Recognized Organization by PMA, a short term certificate with a validity of 6 months.  For this, a documentary review must be conducted and will accompany the certificate so can be available for corresponding authorities.  This short term certificate can’t be extended.

At the end of the 6 month period of the short term certificate, the vessels must have on board a full term MLC 2006 certificate with a validity of 5 years.

On August 2014 after 1 year for the entry into force of the MLC 2006, all vessels, regardless their category, shall maintain on board the full term MCL 2006.

Merchant Marine Circular No. 279

Please find attached copy of  Merchant Marine Circular No. 279  recently issued by Panama Maritime Authority (PMA).

The purpose of this Circular is to notify some measures that PMA will take for issuance of Certificate of Inspection of Crew Accomodation (CICA) once the Maritime Labour Convention 2006 (MLC, 2006) will enter into force next August 20, 2013.

PMA shall continue the issuance of permanent CICA to existing vessels when the MLC 2006 comes into force.  During the validity of the CICA, inspection of crew accomodations will not be necessary during MLC 2006 inspections.

PMA shall continue the issuance of dispenses and exemptions to the ILO Convention No. 92 (Convention concerning the Crew Accomodation on Board Ships) for existing vessels when MLC 2006 comes into force.  On another hand, PMA shall issue exemptions allowed on Standard A3.I of the MLC 2006 to the newly built vessels.

Those platforms or MODUs that decides to voluntarily comply with MLC 2006 shall request the CICA as well and may do so through an authorized Recognized Organization by PMA

Please find attached copy of  Merchant Marine Circular No. 277  recently issued by Panama Maritime Authority (PMA).

The purpose of this Circular is to inform about the use of Graphical Symbols on Fire Control Plan on board of Panamanian flagged vessels.

This Administration recommends that IMO Resolution A. 952(23) symbols will be incorporated if it becomes necessary for any reason to reissue a vessel’s Fire Control Plan especially on vessels their keels were laid on or after January 1, 2004.  During the plan review process, Recognized Organizations should verify compliance with mentioned resolution.
